Concerned Individual About ATA Test

I have a problem with organizations that require money up front to just being considered to participate in a test. Paying for the test is fine but having to join the organization as part of the process is disheartening. I understand the test's fee being required but joining without even taking the test and knowing the results, seem to me that making money is the ultimate goal of the association. I became a certified mediator and I did not have to join anything unless I wanted to. I participated in the training, paid for it, and completed the state requirements and that was all. I did not have to be a member of the organization that provides the training.
I read the information provided by the ATA site and became discouraged by reading it.
I am interested in becoming an interpreter and translator (Spanish-English and vice versa) and I am willing to take the tests needed and will join an organization if that is part of keeping up with the license but not as a requirement to have the opportunity to even get to the license.
Thanks for this opportunity.
