Frank can be a name by itself or be a short-form for Francis.
If it is the short-form of Francis, then it's correct to say that Francis=Francisco and Frank=Paco or Pancho.
Quico is short for Federico, not Francisco.
If Frank is the actual given name, then the Spanish name is "Franco". It is not often used, but I do know people named Franco.

If one might want to say Francisco short, they'd say "Paco." Therefore, the Spanish equivalent for Frank is Paco.

Quiko (sic) could be a nickname for several possibilities. There's no 'k' in actual Spanish, it's only used for foreign words, same with 'w'.
