How to obtain a translation seal

I have heard that it isn't necessary to get a certificate to become a translator.

So how do you obtain a seal for translation? Is it something that all translators can get or do you need a certificate, degree, etc. to get a seal? How do I obtain a seal for my translation? Is it something that is state regulated or can anyone with experience get it?
