Why do only certain latinos refer to white's as "Pattys"?

Why do only certain latinos refer to white people as "pattys"? This is very specific to the area I grew up in (East Los Angeles) and does not mean a derivation of Irish "paddys". Further, more recent immigrants to LA don't use that term.
